The Reference Committee, a standing committee of the Membership Assembly, facilitates the reference process. The Reference Committee is responsible for receiving, reviewing, and reporting on proposals submitted for the consideration of the Membership Assembly; providing consideration of proposals, which may include hearings on the proposals, at meetings of the Membership Assembly; and recommending action on proposals to be considered by the Membership Assembly.
